Biography

Chief Andrew Kellogg recently retired after a thirty-three year career in the fire service. Most recently, Chief Kellogg was a Division Chief with the Tracy Fire Department where he oversaw Special Operations, Communications and Emergency Management.

He started his fire service career in 1984 with the Tracy Rural Fire District as a Reserve Firefighter. After completing Emergency Medical Technician certification and the Firefighter 1 Academy at Chabot College, he was hired with TRFD as a Firefighter/Engineer. In 1987 Chief Kellogg went to work for the City of Manteca Fire Department as a Firefighter/Engineer. He was promoted to the rank of Fire Captain in 1991. Chief Kellogg worked as a Captain with Manteca Fire until 2000, when he lateral transferred to Tracy Fire as a Captain. He was promoted to Division Chief in 2006. He is currently a Professor of Instruction at Modesto Junior College where he has taught fire service courses since 1997. Chief Kellogg holds the following California State Fire Service Certifications: Fire Chief Officer, Fire Officer, Fire Instructor and Emergency Medical Technician 1.

In 2012, Chief Kellogg was selected as an Assistant San Joaquin Operational Area Fire Mutual Aid Coordinator. He coordinated fire agency mutual aid responses in the County, Region and throughout the state. As a Mutual Aid Coordinator he primarily focused on writing policies and procedures, overseeing personnel and equipment qualifications in the CICCS process and administered ROSS, the resource status system for the Western United States.

In 2015 Chief Kellogg was selected as the First Alternate Fire Mutual Aid Coordinator for CalOES Region IV. This required the coordination of responses from fire agency resources throughout Region IV to missions throughout the State of California and Nevada.

Chief Kellogg has also been recognized for his continued dedication and service to the City of Tracy. In 2001 he received the Outstanding Service Award from the Tracy Fire Department and was awarded the City of Tracy Fire Fighter of the year award in 2004. He and his family live in Bend, OR where he’s an active member of the community.
